Allen Hepner

Allen S. Hepner, Senior Vice President

As Senior Vice President, Allen Hepner brings to Issue Dynamics, Inc. over 20 years of professional experience in issues management, public policy research, public sector management reform and Internet policy development. He has worked in the public and private sectors in the U.S., Australia and New Zealand. Allen has written on a wide range of topics, including telecommunications regulation, the digital divide, e-commerce assurance systems, change management and criminal justice policies.

Allen is responsible for IDI’s issues management and research functions. He supervises IDI’s research team and provides clients with issue monitoring services, opposition research, issue briefs, white papers, and event coordination.

Allen also serves as Executive Director of the New Millennium Research Council, a think tank created in 1999 to develop workable, real-world solutions to the issues and challenges confronting policymakers. In this capacity he liaises with a diverse group of experts drawn from academia, think tanks, and other policy institutes nationwide. While working at IDI, Allen also served as Association Manager of the U.S. Internet Industry Association.

Prior to joining IDI, Allen served as Manager, Community Access and E-Commerce for the Australian National Office for the Information Economy (NOIE). He developed and managed NOIE's efforts to promote community and individual participation in the information economy and to enhance online consumer protection in Australia.

For the preceding six years, Allen was employed by the Australian Commonwealth Department of Finance and the New Zealand State Services Commission. He served as Director, Resource Management Improvement and International Adviser. In Australia, Allen served as the sole American member of a team reviewing a decade of public sector reforms. The Prime Minister launched this report.

From 1984 to 1992, Allen worked for the U.S. Office of Management and Budget and U.S. Federal Department of Justice, where he led major management reviews to correct areas of highest risk in the Federal Government. Allen oversaw a large examination of the Guaranteed Student Loan program, culminating with the White House announcing the program reforms.

Allen has briefed senior members of the U.S. Office of the President and Vice President and the Australian Office of the Prime Minister. He has also made presentations at a wide range of events, including those hosted by the World Economic Forum, Organization of Economic Cooperation and Development, Commonwealth Secretariat, and the World Bank.

Allen earned a Master of Public and International Affairs and a Certificate in International Political Economy from the University of Pittsburgh and a Bachelor of Arts from Clark University.
